DHCR has commenced the formal process required under the New York State Administrative Procedure Act (“SAPA”) to amend various regulations in the Rent Stabilization Code, the Tenant Protection Regulations and the State and New York City Rent Control Regulations.
Attached are the regulatory changes proposed to each set of regulations by DHCR. Where the changes exceed 2,000 words, a summary is also provided. Also attached are various other documents required under SAPA which will aid in explaining the substantive changes and the reasons DHCR is proposing them. Where any of these SAPA documents exceed 2,000 words a shorter summary is also provided.
The publication of these documents or their summaries, where applicable, in the New York State Register on April 24, 2013 starts what will be a period, that ends no earlier than fifty days from the publication date, for the public to submit comments to DHCR. DHCR will review these comments and take them into account in finalizing any amendments.
