The Office of Policy Research and Development at DHCR was created in part to develop a Statewide Affordable Housing Needs Study. This Housing Needs Study was recently completed and is posted below.
The Housing Needs Study was derived from information collected during 42 focus group meetings the Policy Office convened throughout the State in 2007 and 2008. During these focus group meetings, DHCR's Policy Office met with local officials and affordable housing and community development professionals (a total of nearly 500 such professional attended the focus group meetings) to discuss the issues and needs that participants were facing in their respective communities.
Prior to drafting the Housing Needs Study, the Policy Office composed nine Housing Needs Study Regional Reports, which are also posted below. The Regional Reports were in effect the building blocks of the Housing Needs Study. Regional Reports also include U.S. Census and American Community Survey data which is intended to identify the housing, demographic and related changes taking place in a region.
Governor David A. Paterson said the Housing Needs Study and the Regional Reports represent "a new level of outreach to and coordination with local official and housing professional who best understand the needs of their communities. These reports will provide us with a powerful tool to help determine how New York State's housing and community development programs can best be targeted to meet the needs of our residents."
