Investment Complements “Finger Lakes Forward” – The Region’s Comprehensive Strategy to Revitalize Communities and Grow the Economy

Rochester, NY – Nov 3, 2017 – CDS Housing and NYS Homes and Community Renewal celebrated a groundbreaking ceremony to mark the beginning of construction of a $21.6 million, 96-unit affordable senior living community in the town of Webster. CDS Housing Senior Living Hard Road 2 will be open to income-qualifying seniors age 55 and older and frail elderly.

“We are very excited to have the opportunity to offer more affordable housing to the Webster community,” CDS Life Transitions President/CEO Sankar Sewanuth said. “Our two current affordable housing communities for seniors in Webster are currently at capacity with waitlists, so it has become clear that this is a needed service in Monroe county, and we are happy to have the support of our state and local government to offer a solution to help people thrive in their communities.”

The Webster senior living community received $3.8 million in Housing Trust Funds, $1.2 million in low-income credit and $355,197 of New York State low-income housing tax credit from New York State Homes and Community Renewal (HCR). The project also received $200,000 from the Monroe County HOME program and $150,000 from the CDS Wolf Foundation.

New York State Senator Pamela Helming said, “Affordable housing is important to the growing number of elderly individuals and households burdened by rising housing costs in this state. By investing in our seniors, we can help ensure they continue to live fulfilling lives in our community. This new 96-unit affordable senior living community will be a tremendous asset to our aging population in town of Webster. It’s great to see the private and public sectors come together to invest in projects like this. I’d like to commend CDS Life Transitions President and CEO Sankar Sewanuth for his leadership and vision in bringing this project to fruition and I look forward to seeing its completion.”

The Webster senior living community will be constructed north of CDS Life Transitions’ (CDS Housing’s parent company) headquarters at 860 Hard Rd., Webster and west of CDS Housing’s second senior living community, which opened in early 2015. This new project will contain 82 one-bedroom and 14 two-bedroom apartments in two buildings. Fifteen units will be reserved for frail elderly.

Construction is expected to be completed in fall of 2018. Applications will be accepted beginning in spring 2018.

Accelerating Finger Lakes Forward

Today’s announcement complements “Finger Lakes Forward,” the region’s comprehensive blueprint to generate robust economic growth and community development. The State has already invested more than $5.2 billion in the region since 2012 to lay the groundwork for the plan – investing in key industries including photonics, agriculture‎ and food production, and advanced manufacturing. Today, unemployment is down to the lowest levels since before the Great Recession; personal and corporate income taxes are down; and businesses are choosing places like Rochester, Batavia and Canandaigua as a destination to grow and invest in.

Now, the region is accelerating Finger Lakes Forward with a $500 million State investment through the Upstate Revitalization Initiative, announced by Governor Cuomo in December 2015. The State’s $500 million investment will incentivize private business to invest well over $2.5 billion – and the region’s plan, as submitted, projects up to 8,200 new jobs.
