New York State Homes and Community Renewal (HCR) fosters the creation and preservation of high quality affordable housing, while working strategically to revitalize neighborhoods and communities throughout the Empire State. Under the leadership of Governor Andrew M. Cuomo and Commissioner Darryl C. Towns, HCR is a vibrant, innovative agency that integrates and leverages New York State’s housing and housing finance resources.  We have offices in New York City, Albany, Buffalo and Syracuse, and employ a diverse workforce of professionals who are hard-working and committed to serving low and moderate income families.  Our mission is far reaching, encompassing single and multifamily housing finance, home improvement, rent regulation, housing subsidies, and community development. We partner regularly with a variety of public and private stakeholders.

The Office of
Finance & Development

The Office of Finance & Development creates affordable housing opportunities utilizing bond offerings, tax credits and other tools. HCR has been the most active housing bond issuer in the country over the past four years, issuing over $5.6 billion in tax exempt and taxable housing bonds.  Our resources have helped finance over 22,000 affordable apartments and over 6,250 affordable homes in the past four years.  Finance & Development is also responsible for implementing many of the initiatives under the Governor’s new House NY Program, an unprecedented $1 billion investment over the next five years.

The Office of
Community Renewal

The Office of Community Renewal (OCR) makes state and federal grant funds available to local governments and not-for-profit organizations, partnering to create economic opportunity, increase access to affordable housing, and revitalize downtowns and main streets across New York. OCR also oversees several programs focused on foreclosure prevention and housing counseling.

The Office of
Housing Preservation

The Office of Housing Preservation manages HCR programs that maintain and enhance the state's portfolio of existing affordable housing. We enforce the Rent Laws in New York City for over 900,000 housing units, while providing federal and state rental assistance to assist more than 45,000 families across the state. We also monitor 130,000 low income housing units financed with federal and state resources, and provide grant funding to help homeowners and tenants save energy.

The Office of

The Office of Professional Services (OPS) is responsible for all administrative and support services, including Human Resources, Communications and Public Information, Legal Affairs, Fair Housing, Policy Development, Competitive Procurement and Contract Management, Fiscal Planning, Accounting and Treasury Services, Facilities and Building Management Services, Internal Audit, Project Management and Information Technology Services.
