HCR's Deputy Commissioner, Policy and Communications
Christopher Browne joined HCR as Deputy Commissioner in May of 2011. Since 2005, he had been at New York City's Department of Finance, most recently serving as Assistant Commissioner for Communications and Government Affairs. In that role, he managed Finance's external affairs, including its website, publications, intergovernmental relations and outreach efforts.
In addition to his work in communications, Mr. Browne also has a deep history in non-profit housing development, having previously underwritten loans and provided technical assistance to community-development organizations at two non-profits based in New York City. He has also taught housing policy to graduate students at the University of New Mexico in Albuquerque, and served as a senior policy and budget analyst in the New Mexico State Senate. Mr. Browne held other previous government positions at the Office of the Manhattan Borough President and the NYC Department of Consumer Affairs. Mr. Browne graduated from Columbia University and holds a Masters in Public Administration from Harvard University's John F. Kennedy School of Government.
